Wasp galls on Quercus douglasii (blue oak). Usually the galls are covered with bristly hairs but sometimes the hairs are missing. Possibly the growth of these galls has been altered by inquilines ('guests' in the galls) or parasitoids. Galls just starting to develop (still very small) also don't have hairs.
