Identified with the help of Kathy Schick and Cynipid Galls of the Eastern United States by Lewis H. Weld (1959). The galls in this photo are about 1mm in diameter and are on the underside of the leaf; they leave scars on both sides of the leaf. On Quercus alba (white oak).
